I'd suggest you try to "clear your browser's cache".
In Firefox, go to "Tools", "Clear private data" and then put a check mark next to "Cache" only (not the other options). Then click "Clear private data now". Then try again to access the web page.
In Internet Explorer, click on "Tools", "Delete browsing history", and then put a check mark on the first two choices (Preserve favorites and Temporary internet files). Click "Delete". Then try again to access the web page.
Sometimes, the cache gets corrupted and needs to be cleaned out in order for some web pages to open.
