Response to O waffled, but he made the right decision.
he's bowing to the objections of Lieberman et al that releasing these photos is a national security/harm to troops risk.
He doesn't believe or support this argument, but doesn't have the balls to say so. So he's going to let his justice Department make that half-hearted argument in an appeal, expecting to lose.
Then he can release the photos (to the great satisfaction of the ACLU, which has several lawsuits pending, and also wants to take a shot at criminal charges), and say "hey the court said I had to. I made the national security argument and it didn't fly. Get over it"
And then he's shielded from responsibility if national security is compromised and/or troops harmed...
