Ford, GM, and Chrysler not the beneficiaries?

The Treasury Dept won't release details of sales under this program (they don't have time... though ANOTHER $2 billion in taxpayers money is about to be approved for it)

but reportedly Honda and Toyota are the sales leaders..

I know, many of those cars are assembled right here in the US, but you'd think that if taxpayer money were going to be used for something like this it would be used to rig, um incent, sales so that the car company largely owned by the US government would be a major beneficiary...
