If the Reps and the Blue Dogs just flat out refused to go along with anything that does not include tort reform, it would get done. There is overwhelming mass support in the public for tort reform, and if it becomes a big issue, the liberals, along with El Presidente, are going to be very reluctant to be seen as being against it, and to have to admit why they are against it, catering to a special interest group. As long as it stays a background issue, they don't have that concern.
