The HOPE is paid through lottery sales, so it is being subsidized by lottery players. If you choose not to play the lottery, you aren't subsidizing the HOPE Scholarship. Yes, the state subsidizes higher education and well it should. Studies show that the return on their investment can be two to four times what they put into it, depending on the state. Not everyone can afford Emory. Typical elitist attitude.
