Not putting forth a proposal to reform health care before the debate over Obamcare began is, IMO, a fair criticism of Republicans. However, I'd hasten to add, Bush did try to privatize Social Security, which would have given control of the program to the people, but was loudly rebuked by the Democrats. Bush also extended pharma benefits to Medicare recipients. Some conservatives criticized him for this. Dems, on the other hand, criticized W because the benefits weren't lavish enough. Clearly, there's a fundamental disagreement between conservatives and liberals over the role of government.
As to the causes of the financial crisis, there are many to blame. The subject has been widely covered on this forum -- do a quick search and you'll see -- but it's revisionist history to suggest Bush and the Republicans deserve all the blame.
