For a limited few to enjoy. I know folks involved, and they have no idea about life OTP. It's funny, but kind of sad. Atlanta had the beltline when it was a railroad town. and it died. They want to bring it back. If it died once, what are the chances it will flourish a second time? A business looks at ROI. With the beltline, there is only constant expense, nothing pays back the taxpayers. An expense is OK, if it solves a problem, but the beltline is a solution looking for a problem.
