In Philippine politics, the only thing that matters is money because it buys everything including votes. Thus,
'Arroyo has more money, she has the machinery. In the meantime she has (on her side) the police and the military,' he said. 'All these are loaded in favour of the administration.'
Lim said Arroyo would not hesitate to utilise all these resources to ensure the victory of her allies in the May elections since a defeat could spell her doom.
Arroyo has been battling calls for her resignation over allegations she rigged the 2004 presidential elections. She has survived two impeachment bids for the past two years mainly due to the dominance of administration congressmen in the house.
