Master Sergeant Benavidez' Medal of Honor* was not hung around his neck until about four years ago. The recommendation for the award was lost in the paperwork jungle after WW2 and was almost shredded during a Pentagon spring cleaning.....to make room for fresh paperwork.

* "Congressional" is redundant; all military decorations, from the mundane to the highest, are authorized (or pre-authorized) by Congress in spirit and in fact, in the name of the people of the U.S.A. Accepting and wearing foreign decorations, such as the two gaudy medals from Kuwait and Saudi Arabia for Desert Shield/Storm, must be authorized too by Congress.
