We have yet to see anything substantial in the way of reforms since she took office so the creation of the Melo Commission to look into the hundreds of cases of political killings is just another attempt to patch up her incompetence. Inviting foreign observers to monitor their investigative activities is just a placebo and not the result cure that will expose the culprits of human rights violations.
For one thing, no one in his right mind will attempt to expose the crimes committed by the military and police against their own people. It will take an independent, external body to perform the objective task of criminal investigation to produce any credible results.

Philippine National Police (PNP) chief Director General Oscar Calderon said the PNP has registered a high crime solution rate, particularly in the killings of journalists, even as police continue intensified operations to solve the extra-judicial killings.
During a fellowship dinner with journalists covering the PNP and the Armed Forces last Friday, Calderon reported that the police had solved 21 out of 26 killings of journalists nationwide since 2001.
"Hindi natin maiwasan ang pag-usapan ang issue about the killings of journalists pero ang masasabi ko ay mataas ang crime solution rate ng PNP. Na-solve na ang 21 out of 26 journalists’ killings sa pagsisikap ng pinagsanib na PNP at Task Force Usig," Calderon said.
He also appealed for the cooperation of the media to help police solve the other cases of journalist slayings.
Calderon said the close coordination between the police and the media would prevent killings because authorities will have information about specific threats on the lives of mediamen.
This developed as the PNP expressed confidence that investigators will make a breakthrough on the remaining cases of slain militants and media personalities.
Acting on the guidance of President Arroyo, Calderon said investigators are exerting all efforts to get the cooperation of the victims’ families and kin to come up with a clearer picture of each case.
"The PNP, through the efforts of Task Force USIG under Deputy Director General Avelino Razon Jr., is working round-the-clock to insure that all ongoing investigations are moving, and all police investigators will be available to assist in the prosecution of cases that have been filed in court," Calderon said.
The killings of scores of left-wing activists in the Philippines have been brought before the United Nations in a bid to put international pressure on Mrs. Arroyo to do more to stop the attacks, human rights advocates said Monday.
Representatives of five left-wing groups are attending a conference of the UN Human Rights Council in Geneva to encourage diplomats and foreign rights advocates to condemn the killings, allegedly carried out by government forces, they said.
"International pressure might at least put a stop to these increasing numbers of political killings," said Edelina dela Paz, head of human rights group Karapatan.
The Philippines has signed a number of international conventions against extra-judicial killings and torture, and should be asked to uphold these agreements, Dela Paz said.
Military officials have denied any involvement and urged accusers to produce evidence and file cases in court.
The killings have alarmed international human rights watchdog groups, including the London-based Amnesty International, which discussed the problem with Mrs. Arroyo during her recent trip to Europe. Arroyo had created a commission to investigate the killings.
She appointed retired Supreme Court justice Jose Melo to head the commission that included Chief State Prosecutor Jovencito Zuño, National Bureau of Investigation Director Nestor Mantaring, Butuan Bishop Juan de Dios Pueblos and UP Regent Nelia Torres Gonzalez.
Mrs. Arroyo said the Melo panel should be given a chance to prove its worth.
Calderon said the PNP is also very supportive of the much wider investigation being done by the independent Melo Commission on cases of slain militants, activists and some journalists.
The PNP chief also ordered Razon to supervise the investigation of a shooting incident in Vigan City, Ilocos Sur where Rev. Billy Austin of the United Church of Christ in the Philippines was wounded.
Calderon also issued orders to Chief Superintendent Raul Gonzales, PNP regional director in the Cordilleras, to immediately solve the case of Abra Provincial Board Member James Bersamin who was gunned down at 5:15 a.m. on Saturday by two unidentified suspects in Bangued town.
He further directed the Criminal Investigation and Detection Group (CIDG) to assist the Sarangani police in the investigation of the assassination of Mayor George Yabes of Maitum town last Saturday.
Calderon also instructed Chief Superintendent German Doria, Region 12 police director, to provide technical support to the investigation on the case of Yabes, who was shot by two gunmen riding tandem on a motorcycle in front of the SOCCOTECO compound.
Yabes was reportedly conducting an inspection accompanied by two security aides when the incident happened.
Razon clarified that based on records of Task Force USIG, there are only 136 cases of slain militants and journalists, of which 62 are considered solved while the rest are still under investigation.
"The figure of 725 alleged victims of political killings announced by Karapatan includes cases that were not politically-motivated, not work-related, and the victims were not members of any party-list group or militant organization," Razon said.
Task Force USIG has identified some of the murder victims who were not supposed to be listed as victims of alleged political killings because these persons were either killed in legitimate encounters with government security forces, were not affiliated with political groups, or the circumstances surrounding their murder are not politically-motivated.
Razon also cited the erroneous inclusion in the list prepared by Karapatan of some victims who were killed in land disputes, the 22 Abu Sayyaf members killed in the foiled jailbreak in Bicutan, Taguig, and journalists who were killed in non-work related circumstances, and some local government officials who died of other causes.
"From all indications, there is an obvious effort to sensationalize the incidents of militant and journalist slays by deliberately bloating the figures and manipulating the facts," Razon said.

Once the country’s most celebrated waterways, the Pasig River is now one of the world’s most polluted rivers, according to a report by the United Nations Human Development Program.
An article in the UNDP report titled, “Beyond scarcity: Power, poverty and the global water crisis,” said that human waste accounts for 70 percent of the pollution load in Pasig River today.
Just how the Philippine government has managed to ignore this environmental disaster despite its location right next to the presidential palace is a marvel in itself.

I, ARSENIO B. RASALAN of legal age. Married, residing at the City of Parañaque, metro manila, after having been sworn in accordance with law. do hereby depose and state THAT:
1. I was a direct and active participant in a big clandestine operation conducted after the May 2004natiojal election proclamation made by the National Board of canvassers that involved Gloria Macapagal Arroyo (PGMA), her trusted allies and lieutenants;
2. It started on or about the month of July 2004. I was called to an urgent meeting with Atty. Roque Bello, a well-known election lawyer, at the House of Mini’s Steakhouse along C5 Road in Pasig City, Metro Manila. At that meeting, Atty. Roque Bello informed me that PGMA was facing a potentially explosive crisis which could adversely affect her continued stay in office. He said that Fernando Poe, Jr. and Loren Legarda both filed protests with the Supreme Court, acting as Presidential Electoral Tribunal (PET), questioning the proclamation of PGMA as president and Noli de Castro as vice president, and sought the opening of ballot boxes containing precinct election returns (ERs) in key Mindanao provinces, among others, which were stored at the Batasan Pambansa complex, and the recounting of the same by PET;
3. Atty. Roque Bello stressed that the major headache of PGMA and de Castro was the fact that the votes written down for both of them in the Provincial and City Certificates of Canvass (COCs) canvassed by Congress, acting as the National Board of Canvassers, were actually fabricated and bloated independently and in disregard of the actual results found in the authentic precinct ERs;
4. Atty. Roque Bello then told me that he had been engaged by Retired General Hermogenes Ebdane Jr. upon orders of PGMA to plan and execute a grand clandestine operation designed to head off this looming crisis. Atty Bello asked that with PGMA’s knowledge and approval, he designed a plan to produce a new set of precinct ERs which would replace the existing and genuine ERs found inside the ballot boxes to make sure that the votes indicated in the new ERs for PGMA and De Castro, on the one hand, and Fernando Poe, Jr. and Loren Legarda, on the other, would match, when totaled, the Provincial and City COCs which were already canvassed by Congress acting as the National Board of Canvassers, thereby ensuring that the margin of victory of said highest ranking officials as announced by Congress would remain intact;
5. Atty. Roque Bello said that he was recruiting me for the operation because we had worked together in many previous election operations and also because he knew that I have the necessary experience required in orchestrating this type of secret and highly sensitive operation. He then asked me to closely work with his son, El Bello, to execute his plans, and he promised me hat I would be rewarded generously;
6. At thh same meeting and also subsequently, Atty. Roque Bello explained to me the mechanics of the said special operations. The operations were intended to produce at least 10,000 new election returns duly accompanied by the appropriate COMELEC envelopes: officially numbered envelope seals and the official COMELEC inks for thumb marking. In particular the operations involved –
a. securing blank genuine COMELEC ER forms;
b. procuring supplies and other paraphernalia needed for the operation;
c. hiring seasoned and tested document and signature forgers;and
d. bringing the fabricated ERs to the Batasang Pambansa complex and substituting them for those inside the ballot boxes stored there for safekeeping.
7. Atty. Roque Bello told me hat the new and fabricated precinct ERs will replace those from nine (9) provinces in Mindanao and Luzon, namely Sulu, Basilan, Tawi-Tawi, maguindanao, Lanado del Sur, Lanao del Nore, Sultan Kudarat, Saranggani, and Isabela in Luzon;
8. Around the month of September 2004, I met Atty. Roque Bello again. I was told by Atty. Roque Bello that he was coordinating closely with then COMELEC Commissioner Virgilio Garcillano. He said the money for this special operation will be provided by PGMA. As a matter of fact, a few days thereafter, I was told by Atty. Bello that Commissioner Garcillano met with PGMA at her la Vista home to receive the money. He also said that Commissioner Garcillano then turned over this money to her;
9. With the funds them made available, Atty. Bello’s son El Bello proceeded to purchase and acquire all the necessary supplies and paraphernalia needed for the operations. El Bello also rented a large function room which served as a working area for the operations located at the fourth floor of the former Milestone Hotel now Sogo Hotel located at 836 Banawe Street, Quezon City. We rented this place beginning mid October up to mid November 2004;
10. The operation actually started around the middle of October 2004. El Bello brought a huge pile of blank genuine ERs bearing appropriate COMELEC watermarks and security markings to our working area at the said hotel. El Bello also provided us with documents supplied by Commissioner Garcillano, including original and photocopies of ERs, which contained needed information including the names of candidates and corresponding numbers of votes tallied, and the precinct election officers’ names and their specimen signatures. The information supplied by Commissioner Garcillano were then used as reference for the submitted entries in the new ERs;
11. By that time El Bello had already hired the first batch of professional document forgers. This group consisted of five or six persons to serve as secretariat who collated the data given by Commissioner Garcillano and more than forty (40) personnel to write down the appropriate entries in the precinct ERs including the candidates’ names, their corresponding taras, the names of members of the Board of Election inspectors and all other necessary entries usually found in the precinct ERs. We fabricated the election results for the Presidential and Vice-Presidential but we no longer changed the results for the other national candidates and partylist. Those two teams worked close to 11 hours a day;
12. At around November 2, 2004, a second batch of forgers numbering five or six persons was hired by El Bello and their task was confined solely to forging the signatures and manufacturing the thumb marks of the members of the Board of Election Inspectors specifically those of the Chairman, the Poll Clerk, the third member and also those of the poll watchers;
13. In accordance with my agreement with Atty. Bello, I supervised these special operations on a day-to-day basis jointly with his son El Bello. I continually gave detailed instructions on how to correctly fill out the new ER in such a way that the finished products would be free from possible detection and suspicion after any future scrutiny;
14. When the need arose , I was consulted by some of the members of the two groups as those operations occasionally encountered certain problems. For instance, in preparing the new ERs from Sultan Kudarat, the photographed ER supplied by Commissioner Garcillano contained signatures which were hardly legible. In that particular case, we had to defer the completion of new ERs for Sultan Kudarat until Commissioner Garcillano could supply us with clearer copies;
15. Consistent with the principal purpose of this operations, I instructed them to fill in the details in such a manner that when all these ERs are examined and recounted, the total number of votes reflected therein for the president and vice president would match correspondingly with the canvassed COCs;
16. After working for almost a month and the essential tasks were accomplished by said two groups of forgers, the fabricated ERs numbering about 10,000 were then all delivered to the residence of Atty. Roque Bello at Cambridge Street, Brookside Hills Subdivision, Cainta Rizal for the purpose of printing the correct ad original serial numbers thereon;
17. I know for a fact that the entire operations consisted of four compartmentalized operations groups. We made sure that the groups did not know each other. As stated, the first group was tasked to fabricate the contents of the ERs. The second group was tasked to forge the signatures of he precinct election officers as mentioned above, and manufacture fingerprint marks for the same. The thirds group was tasked to print the serial number on the fabricated ERs. And the fourth group was assigned to deliver and replace the ERs in the ballot boxes at the Batasan Complex with the new fabricated ERs our operations had produced;
18. I also know for a fact that El Bello did his best to procure an authentic numbering machine which was not available in local printing presses. However, I also learned that he was able to borrow eh same numbering machine used by the COMELE, from the owner thereof and use the same to print the needed serial numbers on the new and falsified ERs we have produced;
19. I also knew for a fact that n accordance with the elaborate preparations and work done by Atty. Roque Bello, on instructions of gen. Ebdane and PGMA, he succeeded with he aid of civilian and police personnel in replacing the original and authentic ERs in the allot boxes at the Batasan Complex and putting in their place the new fabricated ERs which our special operations produced;
20. I am making this affidavit on my own free will.Many will be shocked to learn about the operation which I have exposed here but the people should know the real and honest truth. There was no one who intimidated or forced me to make these revelations or promised me any reward. Having witnessed the political unrest which our post-election operations have caused, I feel deep regret and remorse. I offer these admissions in the hope that justice will be served and the grievous wrongs resulting from our actions will be corrected.

The latest star witness for the government in its plunder case vs Erap Estrada has just arrived under a cloak of news blackout with the DOJ immediately taking Ang into so-called "protective custody" amid so-called "murderous threats" to his life.
Nevertheless, this delaying tactic by the prosecution could backfire once the defense demand that Ang's testimony be corraborated by material evidence that would conclusively produce the smoking gun against the former president.

The Metro Manila Development Authority is planning to return the garbage to households that illegally dispose them on major thoroughfares and street shoulder.
That means sidestreets and alleyways are not covered by this policy and they can still serve as dumpsites for all types of garbage.
But here's the beauty of this new, improved system. Under the door-to-door garbage collection policy, each household will hand over the bags of garbage to garbage collectors as residents are informed of their arrival by the ringing of brass cow bells installed on garbage trucks.
"This way, the sacks of garbage would not be scattered on the street by stray dogs or animals." MMDA chief Bayani Fernando explained.
Just how practical or convenient this new system is to the average household remains to be seen. For one thing, the MMDA will need to publish the exact times when garbage trucks can be expected at a given location. And hopefully, they will stick to this schedule to the minute or else the citizen will revert back to the old ways.
Also, there are more modern and efficient ways to collect garbage but why the MMDA chief fails to adopt it is a big question mark despite billions of pesos paid by the government to garbage collectors.

If you think the Dept of Tourism is doing the right thing to attract foreigners and investors to the Philippines, think again. The mountains of garbage at Smokey Mountain and Payatas dumpsite are but glaring examples of neglect by the government in the areas of garbage collection and beautification of the metropolitan areas in the country.
For example, in the heart of Manila anyone can witness the pileup of sidewalk garbage that gets thrown away by the public at the sidewalk where vermins, dogs and cats can easily eat their way into the wet and rotting trash. This practice is both unhygienic and repulsive to anyone accustomed to the modern pratice of garbage collection by other countries that employ mechanized dump collection containers to collect trash in their cities.
The country prides in the millions of overseas workers who remit billions of dollars to the economy and yet we don't see any improvement in this vital service to the public. What a sad situation.

With the transfer of political power in the legislative branch from the Republicans to the Democrats, this is a good time for the Philippine oppositionists to apprise the US Congress of the laggard progress made by the Milo Commission in its investigation of the extra-judicial killings practiced by the Arroyo administration against its political enemies.

From saving gas to lowering the cost of routine maintenance, a few simple habits keep costs in check.
For most Americans, driving is a necessity of life. But as budgets tighten and fuel prices fluctuate, many people are looking for ways to trim the price of driving. When buying a car, opting for a used vehicle can cut the cost of ownership from the very first day. The price is normally thousands less than for the same car new. In addition, a lower price means less sales tax, less money to finance the purchase, and a lower premium on any collision and comprehensive insurance. To get the best fuel economy, choosing a four-cylinder engine rather than a V6, or a V6 rather than a V8, is usually the way to go. Likewise, small, light cars tend to be more miserly with fuel than are larger vehicles. To compare specific models, go to the Environmental Protection Agency's web site at www.fueleconomy.gov. Once you've bought a vehicle, you can still go farther for less money if you follow a few common-sense practices. To aid your efforts, keep a notebook in the car, and for a few months write down everything you spend on driving--fuel, maintenance, tolls, and parking. Knowing where the money goes is the best guide to finding significant places to save. Here are some other tips.
NO LOITERING
Think of it this way: while idling, your car is getting zero miles per gallon (mpg). Don't let the engine run at idle for any longer than necessary. After starting the car in the morning, begin driving right away; don't let it sit and "warm up" for several minutes. An engine actually warms up faster while driving. With most gasoline engines, it's more efficient to turn off the engine rather than idle for 30 seconds or longer. Think about going into a fast-food restaurant rather than waiting in a long line for the drive-through window.
EASY DOES IT
Driving smoothly and steadily makes the best use of your fuel. If you can, avoid hard acceleration or braking. When you move out from a standstill, bring the car up to speed briskly but not abruptly. You want to get up to cruising speed without straining, and then stay there. Once up to speed, maintain a steady pace in top gear. Varying your speed a lot wastes fuel. According to the EPA, the most fuel-efficient speeds are between about 25 and 60 mph. Smooth acceleration, cornering, and braking not only save fuel, but extend the life of the engine, transmission, and brakes.
DON'T BE A DRAG
At highway speeds, over 50 percent of engine power goes to overcoming aerodynamic drag. Try not to add to the drag by carrying things on top of your vehicle. A loaded roof rack can decrease a car's fuel economy by 5 percent. Even driving with empty ski racks wastes gas. In addition, if you have air conditioning, don't ride with your windows open on the highway; this also disturbs the outside airflow and creates extra drag.
STAY WARM
An engine runs most inefficiently when it's cold. It not only uses more fuel during this period, but also creates the dirtiest emissions and suffers the most wear. Avoid lots of short, separate trips--and unnecessary cold starts--by combining as many errands as possible into one trip.
GETTING REGULAR
If your car specifies regular fuel, don't buy premium in the mistaken belief that your engine will run better. Using premium fuel in those circumstances is like buying bigger sneakers in the hope they'll help you run faster. Most cars are designed to run just fine on regular gasoline. Furthermore, many cars that recommend premium fuel also run well on regular. You can check with your dealership as to whether your engine is designed to handle either grade. If so, try a tankful or two of regular. If you see no difference in mileage or engine performance, stick with it.
BUY BARGIN FUEL AND OIL
Off-brand gasoline is most often identical to what is sold at franchised gas stations. Shop for the cheapest. Likewise, look for promotional sales at quick-lube shops. Just make sure the shop uses the correct service-grade and viscosity oil for your car. Following your car's recommended oil-change intervals is sufficient, which for most cars driven under normal conditions is 7,500 miles. While oil companies and lube shops may recommend changing oil every 3,000 miles, this can be an unnecessary expense. You can change the oil yourself-typically for $10 or so for oil and a filter. But since a commercial oil change routinely costs $20 or so, you have to weigh whether the savings is worth the time and effort, plus the hassle of safely disposing of your used oil.
STAY TUNED
The EPA mileage that's posted on new-car window stickers is based on a well-tuned and properly maintained vehicle. Running a car in subpar condition can lower that figure dramatically. A poorly tuned engine can cut gas mileage by 10 to 20 percent. Modern electronically controlled engines don't need the frequent and extensive tune-ups of older cars, but they still need regular maintenance and suffer component failures. A clogged air filter alone can cause up to a 10 percent increase in fuel consumption. Be sure to follow the maintenance schedule in your owner's manual, and act promptly if you sense any unusual sounds, smells, or vibration. . Dealership service departments tend to have the most up-to-date tools, equipment, and experience with your car, so they're the places to go if the problem is a real puzzle. But any good mechanic can perform routine service and repair, and independent shops or service stations are often cheaper than using the service department at a dealership.
ROUTINE ISN'T ALWAYS THE SAME
Before you have routine maintenance performed on your vehicle, call around for the best price. Even different dealerships of the same brand can charge varying amounts for the same service interval. Routine maintenance can also be done by independent shops, which are generally less expensive than dealerships. Just keep good records in case you later have a warranty claim. Check in your owner's manual to make sure that the price includes all necessary service, but doesn't add in unnecessary extras. If you're handy, you can also do simple maintenance yourself; just keep all receipts as proof of what parts or fluids were used and when.
WATCH THE TIRES
Keep your tires properly inflated. Underinflated tires require more energy to roll, which not only wastes fuel but wears the tires faster. According to the EPA, one tire that's underinflated by only two psi will result in a 1 percent increase in fuel consumption. Underinflated tires can also build up excess heat, which can lead to tire failure. Check tire pressures monthly when the tires are cold. The recommended tire pressures are found on a label inside the car--usually in a doorjamb or inside the glove-box lid.
SHOP FOR INSURANCE
Some insurers charge twice as much as others for the same customer and car. Using the Internet or the Yellow Pages, shop around for the best insurance-rate quotes you can find. You should carry ample liability insurance, but you don't need to splurge much on collision and comprehensive if your car is getting on in years. Once collision and comprehensive premiums reach 10 percent of the car's book value, consider dropping them. Also raise your deductibles to the highest limit you are comfortable with: say $500 or $1,000. Recheck the insurance market for competitive rates every year or two.

Driving requires smart planning and sensible estimation too. If you are just going a short distance or you are approaching an intersection where you could expect to stop, slow down or exit, there's no need to accelerate to get there. A 500-yard distance for a fast moving car is still a 500-yard distance for a slow moving car but the slow moving car could save fuel by just taking it easy when travelling that distance. A lot of drivers are guilty of that mistake without even being aware that they are doing it! Think and observe how people drive sometimes and you'd understand what I'm talking about. I know you pay for your own fuel but if you want to save, start thinking smart. Driving faster than everybody else even when it's not necessary don't really give you any useful prestige.

In this uncertain world, every penny saved counts no matter where it comes the savings. It's hard sometimes to balance the pocketbook especially if you rely only the income from your job.
Driving with a lesiurely attitude will really save the gas. I saw a lot of drivers drive so fast, but too bad sometimes they ended up getting a ticket or dead. Drivers don't even care to drive their big SUV's or their big trucks.

That's easy to say. Believe it or not, there are a lot of drivers( or people in general) without any concept at all of what common sense is. What anybody says about common sense is relative to the degree of how smart or intelligent he is. Even the idea of what we believe as normal is not necessarily the same concept of normalcy for the next guy. There will always be stupid people and, unfortunately, they will comprise the majority of the population. That's human life's reality.

Never stick wholly to a mechanic instruction use your common sense as well. CAR- It's fun to drive and you can enjoy it. If you have been driving for a long time, I assume you check the level of engine oil at least it's common sense. If not ,go back to school or I can call you dumb or stupid.

Philippines' national hero Jose Rizal at the Luneta Park can be found
in the heart of this southern Chinese city, standing proudly in mute
testimony to the morals and values Rizal had hoped to impart to his

It also stands as a remembrance to his great, great grandfather,
Domingo Lamco of Zhang-Guo province, who was once a resident and
citizen of China.
On the second day of her official visit to China, President
Macapagal-Arroyo led wreath-laying rites at the Rizal Shrine here to
pay respect to Rizal, his grandfather Lamco and the Chinese people.
The President was accompanied by some members of her Cabinet, including
Agriculture Secretary Arthur Yap, Press Secretary Ignacio Bunye, and
Environment Secretary Angelo Reyes, along with some members of Congress
and local officials.
On Jan. 23, 2003, House Speaker Jose de Venecia Jr. led a 60-member
Philippine delegation in wreath-laying ceremonies during the
inauguration of the Rizal Shrine in Siongque Village, Jinjiang City in
Fujian Province.
The Philippine delegation included Consul General Corazon Bahjin,
Congressman Roque Ablan, National Historical Institute Chair Ambeth
Ocampo, officers of the Knights of Rizal, Tarlac-based descendants of
Rizal's sister Soledad, and Chinese-Filipino businessmen.
Chinese officials who graced the occasion included Jinjiang City Mayor
and Party Secretary Gong Qingkai, and chair of the Jinjiang City
People's Congress Xue Zuliang.
The shrine was built in 2002 to commemorate Dr. Rizal's Chinese
ancestral roots. It symbolizes the strong bond of friendship between
the Philippines and China. During its inauguration, De Venecia remarked
that the shrine "is a great symbol of the 1,000-year-old friendship
between our two nations."
The national hero is the direct descendant of Chinese trader Cua Yi
Lam, who immigrated from Siongque ("Zhang-Guo" in Mandarin) to the
Philippines in the later part of the 17th century. Church records show
that Cua Yi Lam was baptized Domingo Lamco in Manila in 1697 at the age
of 35 and listed his birthplace as Siongque village in China.
The monument, made of the world-famous Jinjiang granite stones, stands
at 18.61 meters high, which is taller than the 12-meter high Rizal
Monument in Manila. It was built on a five-hectare park named in
Rizal's honor, making it the biggest Rizal Shrine outside the
Philippines. The park will also be the site of a Rizal museum and
library.
The success of the project can be attributed to the combined efforts of
the Cua-Chua Family Association where Rizal drew his Chinese lineage,
the KAISA Para sa Kaunlaran, headed by Prof. Teresita Ang-See, which
provided assistance in research and substance, Philippine Airlines
chair Lucio Tan who headed the project committee working group, the
Tulay Foundation, the Knights of Rizal, the Philippine Consulate
General in Xiamen, the Jinjiang village and the city association based
in Manila that arranged funding for the project, the Fujian Provincial
Overseas Chinese Affairs Office and the Quanzhou Municipal Government.

FEARING a "coup" by Speaker Jose de Venecia, it was President Arroyo
who dumped at the last-minute the people's initiative to amend the
1987 Constitution by sending out word she would not be averse to a
Supreme Court ruling against the petition of Sigaw ng Bayan and the
Union of Local Authorities of the Philippines, a source said yesterday.
The source said the message was relayed through the Villaraza and
Angangco law office which counts Defense Secretary Avelino Cruz and
Supreme Court Associate Justice Antonio Carpio as founding members.
Carpio wrote the Oct. 25 ruling which found the people's initiative
campaign constitutionally infirm for being misleading and deceptive.
The SC vote was 8-7.
The source said the turnaround of the President and Mike Arroyo was
prompted by the inclusion of a provision in the proposed shift to a
parliamentary system, which would allow the legislature, expected to be
controlled by De Venecia, to impeach the President during the
transition period to 2010.
De Venecia's Cha-cha blueprint provides that senators who have up to
2010 will serve their remaining term until 2010.
The same provision applies to President Arroyo who will continue to
serve as president until 2010 "unless impeached by the Parliament."
The source said Mr. Arroyo was the first to realize the threat posed by
the impeachment provision.
"Iyan kasi ang nakalagay sa isinumite ng proponents ng PI sa Comelec at
kasama sa referendum. Nagkalaglagan sila. Pumalag na ang Malacañang,"
said the source who is known to be close to the President although he
does not hold any office.
The source said when the President failed to get a firm assurance from
De Venecia and people's initiative proponents that the "impeach
clause" would not apply to her, the President discreetly ordered a
pullout of support while continuing to publicly endorse the proposal.
This was when the First Gentleman went to work, the source said.
He said De Venecia suspects that the so-called The Firm used its
influence to swing the votes against people's initiative.
An aide close to De Venecia confirmed such suspicion yesterday.
CABINET WAR BREWING?
The source also said there is a brewing Cabinet war between the "De
Venecia boys," namely Executive Secretary Eduardo Ermita, Justice
Secretary Raul Gonzalez, National Security Adviser Norberto Gonzales
and presidential political adviser Gabriel Claudio, on one side, and
Cruz and presidential chief of staff Michael Defensor, on the other.
"Matindi ang pulitika ngayon. Ibang klase ang bakbakan. Sila-sila ang
nag-aaway," the source said.
Cruz said over the weekend that three Cabinet members are out to remove
him for his lukewarm support to the people's initiative drive.
The source said Gonzalez got a mouthful from the President the other
day when she called him up from China and told him to stop badmouthing
Cruz.
Claudio expressed doubt that Cruz would be removed from the Cabinet.
"Regardless of differences of opinion, I doubt very much if anybody
within the Cabinet would move for the ouster of a colleague because of
what happened to people's initiative. That judgment is completely up
to the President. I don't believe changes in the aftermath of the
Supreme Court decision is warranted," he said.
Claudio said he was aware of Cruz' position on the people's
initiative.
'NOTHING WRONG'
He said Cruz never publicly campaigned against the people's
initiative, even if he had aired his sentiments against it during
Cabinet discussions.
"In small circles within the Cabinet and with me, Secretary Cruz did
speak about his disagreement with people's initiative as a method for
amending the Constitution. Nothing wrong with that, I guess. His advice
and candidness, as long as they are confined within the Cabinet, are
valued as always," he said.
"I am not aware of an instance where he publicly campaigned against the
people's initiative or tried to subvert its chances of success
particularly in the Supreme Court. If he did, ibang usapan na yun," he
added.
Claudio said the administration has not entirely given up on Cha-cha.
"The narrow defeat of people's initiative in the Supreme Court does
not diminish the urgency and righteousness of political reforms through
Charter change. The final fate of charter change through people's
initiative or constituent assembly will probably be determined by the
time Congress goes into Christmas recess," he said.
He said if the constitutional hurdles would not be overcome by then,
the administration would go on a "formal, open and aggressive"

BACOLOD CITY -- This mayor may be turning over in his grave.
A list of municipal chief executives who supposedly signed on Tuesday a resolution affirming support for the holding of a plebiscite on the switch to a unicameral-parliamentary system of government included Mayor Francisco Bilbao of Hinoba-an town in Negros Occidental province.
The problem was that Bilbao had died on July 4 at the Riverside Medical Center here, according to records obtained from the hospital.
Bilbao, 72, died of respiratory failure due to lung cancer and also suffered from liver cirrhosis, his attending physician, Dr. John Ledesma, said.
Ad spread
Most of the town mayors from Negros Occidental listed as signatories to the League of Municipalities of the Philippines (LMP) Resolution No. GA 001-2006 supporting Charter change through a people’s initiative were also absent when the document was passed during the league’s 16th national convention held at the Manila Hotel on Oct. 24.
The resolution was published in national newspapers on Wednesday as a two-page advertisement titled “Mayors: Let the voice of the people prevail.” It listed the names of more than 1,000 mayors from all over the country who purportedly supported the LMP move.
A town mayor here, who asked not to be identified, pointed to the irregularities to show that the resolution did not reflect the sentiments of all the local chief executives.
The resolution said the mayors unequivocally supported a plebiscite on the proposed parliamentary shift proposed by the 6.3 million “verified” petitioners for a people’s initiative.
But people who caused the publication of the advertisement simply lifted the list of members of the LMP and published all their names, the source said.
He said the ad could have been published to show to the Supreme Court, which was then deliberating on the issue, that there was a force behind the move, the source added.
Clerical error?
Don Salvador Benedicto Mayor Cynthia de la Cruz, a past president of the LMP Negros chapter and member of the LMP national executive committee, said the inclusion of Bilbao’s name in the resolution could just have been a “clerical error.”
She pointed out that the new mayor of Hinoba-an, Mary Jane Cubid, was present at the convention and it should have been her name that should have been placed.
De la Cruz said that with 1,502 municipal mayors under the LMP roster, the change in the name of the Hinoba-an mayor might have been overlooked.
She recalled that during the LMP meeting, Mayor Corazon Abad of Sarrat town in Ilocos Norte province moved that the resolution be passed and she seconded it. Since no one present objected to the motion, it was passed unanimously, she said.
As the convention went on, De la Cruz said some of the mayors might have gone out for other business, and this could explain why those absent were still listed as having approved the resolution.
But the source said the list also included the names of mayors who were not in the convention.
Cha-cha foes listed
Two mayors from Negros Occidental -- Ricardo Presbitero of Valladolid and Alfonso Gamboa of EB Magalona -- who were known to be against the people’s initiative petition were also on the list, the source added.
Mayors Manuel Escalante of Manapla and Esteban Coscolluela of Murcia town both admitted in separate interviews that most of the mayors of the province were not at the convention when the resolution was passed.
Coscolluela said that when the mayors arrived in Manila from the province on Tuesday, they had to check in at the Traders Hotel and reached the Manila Hotel late.
Jokes
“We did not even know that a resolution was passed,” he said, adding that he only knew about it on Wednesday when he had heard jokes about the late Bilbao being among those who supported it, he said.
In fact, 17 out of 19 municipal mayors of Negros Occidental were not around when the resolution was passed, according to Escalante, who is the LMP president in Negros Occidental.
But the names of the 19 mayors, including that of Bilbao, appeared on the list.

The Communist Party of the Philippines (CPP) released today the following statement in reaction to the Supreme Court's majority decision junking the joint petition of the Sigaw ng Bayan and the Union of Local Authorities in the Philippines (ULAP) to allow the revision of the Philippine constitution through a devious scheme termed by the petitioners as a "people's initiative":
The Supreme Court decision junking the petition to revise the reactionary Philippine constitution through a fake "people's initiative" is an important tactical victory in the Filipino people's battle in the legal arena against the Arroyo regime's "Cha-cha" scheme.
The high court's decision, together with its strongly worded denunciation of the scheme hatched by the Arroyo regime's stooges to deceive the Filipino people by pretending to have generated a "people's inititative" to revise the Philippine constitution underscores the fakery of the Malacañang-instigated "people's initiative" and the entire Cha-cha scheme.
Moreover, it exposes the antinational, anti-democratic and antipeople character of the entire array of legal and extra-legal machinations, manipulations and malevolence that the Arroyo regime has been frantically working out to prolong its hold on power, intensify its fascist assaults against the Filipino people and stack up its own interests while opening up the country to more imperialist economic plunder, political domination and military intervention.
The Supreme Court's decision emboldens the Filipino people to persist in their ongoing struggle against the Arroyo regime's lust for more power, more blood and more spoils at the expense of mass impoverishment, oppression and suffering.
The high tribunal's junking of the Arroyo regime's "people's initiative" does not signal the end of the people's fight against Gloria Arroyo and her cohorts' obstinate drive to revise the Philippine constitution as part of their desperation to cling to power amidst the widespread clamor and struggle to end their illegitimate, plunderous, oppressive and rotten rule.
The Arroyo regime has also been pressing at the same time for "Plan B" or the transformation of Congress into a "Constituent Assembly" amidst the widespread objections of the mass of the Filipino people, and even against the will and without the participation of the Senate. Should Arroyo and her cohorts fail anew to railroad this Plan B of theirs before the end of the year, they will keep on concocting more machinations and maneuver to steal next year's regular elections.
The CPP calls on the progressive forces and the entire Filipino people to continue with vigor and determination in their fight against the Arroyo regime's Cha-cha scheme and its other machinations to stay in power and continue oppressing and abusing the Filipino people.

Barangay leaders are just following "illegal orders" from local warlords and DILG officials. These rascal politicos and government officials should be prosecuted and jailed for their crimes. Gloria Arroyo and Jose De Venecia wants to ram against the will of the Filipino with people fake people's initiative and CON-ass to remain in power or extend political power without mandate. Charter change (Cha-cha) proponents and their followers bewail the majority ruling of the Supreme Court (SC) that called the people’s initiative (PI) a “deception” that would lead to a “gigantic fraud,” claiming there was no fraud involved.
But from the PI documents, among which were the Commission on Elections (Comelec) registrars’ verification certifications, which were submitted by Sigaw ng Bayan-Ulap, represented by lawyer Raul Lambino and Gov. Erico Aumentado, fraud, or at the very least, a serious constitutional and legal offense was committed when virtually all the Autonomous Region of Muslim Mindanao (ARMM) and other Mindanao barangay chiefs issued the voters’ verification certificates, as pointed out by concurring Justice Romeo Callejo Sr.
The concurring opinion of Callejo showed that Section 7 of the law on people’s initiative — earlier deemed by the high court as lacking in the matter of being an enabling law — in the law covering the verification of signatures, “the election registrar shall verify the signatures on the basis of the registry list of voters, voters’ affidavits and voters’ identification cards used in the immediately preceding election.
“The law mandates upon the election registrar to personally verify the signatures. This is a solemn and important duty imposed on the election registrar which he cannot delegate to any other person, even to barangay officials. Hence, a verification of signatures made by persons other than the election registrars has no legal effect,” the justice stressed.
Callejo noted that “in patent violation of the law, several certifications submitted by petitioners showed that the verification of signatures was made, not by the election registrars, but by barangay” officials and officers.
He cited, as example, the certification of the election officer in Lumbatan, Lanao del Sur, which reads as follows: “This is to certify that based on the verifications made by the barangay officials in this city/
Municipality, as attested to by two (2) witnesses from the same Barangays, which is part of the 2nd Legislative District of the Province of Lanao del Sur, the names appearing on the attached signature sheets relative to the proposed initiative on Amendments to the 1987 Constitution, are those of bonafide resident(s) of the said Barangays and correspond to the names found in the official list of registered voters of the Commission on Elections and/or voters’ affidavit and/or voters’ identification cards.
“It is further certified that the total number of signatures of the registered voters for the City/Municipality of LUMBATAN, LANAO DEL SUR as appearing in the affixed signatures sheets is ONE THOUSAND ONE HUNDRED EIGHTY (1,180). Callejo said the ineffective verification in almost all the legislative districts in the ARMM alone is shown by the certifications, similarly worded as above-quoted, of the election registrars of Buldon, Maguindanao;[58] Cotabato City (Special Province);[59] Datu Odin
The Justice stressed that “Section 7 of RA 6735 is clear that the verification of signatures shall be done by the election registrar, and by no one else, including the barangay officials. The foregoing certifications submitted by petitioners, instead of aiding their cause, justify the outright dismissal of their petition for initiative. Because of the illegal verifications made by barangay officials in the above-mentioned legislative districts, it necessarily follows that the petition for initiative has failed to comply with the requisite number of signatures, i.e., at least twelve percent (12%) of the total number of registered voters, of which every legislative district must be represented by at least three percent (3%) of the registered voters therein.
“Petitioners cannot disclaim the veracity of these damaging certifications because they themselves submitted the same to the Comelec and to the Court in the present case to support their contention that the requirements of RA 6735 had been complied with and that their petition for initiative is on its face sufficient in form and substance. They are in the nature of judicial admissions which are conclusive and binding on petitioners. This being the case, the Court must forthwith order the dismissal of the petition for initiative for being, on its face, insufficient in form and substance.”
Sigaw and Ulap, along with their sponsors, have claimed, after the high court thumbed down their petition for Charter change through their PI, that the high court went beyond bounds as it based its decision on “facts,” which they insist should have been the job of the Comelec, since the SC is not a trier of facts but of the law.
This was also addressed by Justice Calleja, who pointed out that since it was the petitioners themselves who submitted these documents deemed illegal by the court, as these were verified by barangay officials, these documents have assumed the nature of judicial admissions which are conclusive and binding on petitioners.

VOTING 8-7, the Supreme Court yesterday threw out the consolidated
petitions for people's initiative to amend the 1987 Constitution,
branding the Palace-backed proposal to shift to a unicameral
parliamentary form of government as "deceptive and misleading."
In a 52-page en banc decision penned by Associate Justice Antonio
Carpio, the high court denied due course to what it called a
"constitutionally infirm" petition for initiative jointly filed by
Sigaw ng Bayan and the Union of Local Authorities of the Philippines
(ULAP) led by Raul Lambino and Bohol Gov. Erico Aumentado,
respectively.
The SC said the initiative mounted by the Sigaw and ULAP called for a
wholesale revision and not a mere amendment of the Constitution, thus,
violating Section 2, Article 17 of the Constitution which limited the
scope of a people's initiative to mere amendments.
The high court said the petitioners failed to inform initiative signers
of the nature and effect of the proposals. It said this is "deceptive
and misleading, which renders the initiative void."
The SC also said the signature sheets do not contain a single word,
phrase or sentence on the changes proposed by the Lambino group.
It cited Lambino's admission during oral arguments last September 26
that the signature sheets do not state the text of the proposed
changes.
"The unbending requirement is that the people must first see the full
text of the proposed amendments before they sign to signify their
assent and that the people must sign on an initiative petition that
contains the full text of the proposed amendments," the SC ruled.
"An initiative that gathered signatures from the people without first
showing to the people the full text of the proposed amendments is most
likely a deception, and can operate as a gigantic fraud on the people,"
the Court added.
Concurring in the decision were Chief Justice Artemio Panganiban,
Associate Justices Angelina Sandoval-Gutierrez, Consuelo
Ynares-Santiago, Ma. Alicia Austria-Martinez, Conchita Carpio-Morales,
Romeo Callejo Sr., and Adolfo Azcuna. Panganiban, Santiago, Gutierrez,
Callejo, and Azcuna wrote separate concurring opinions.
The dissenting justices were Senior Associate Justice Reynato Puno,
Justices Leonardo Quisumbing, Renato Corona, Dante Tiñga, Minita
Chico-Nazario, Cancio Garcia and Presbiterio Velasco Jr.
The dissent argued for a remand of the petition to the Comelec for
verification of the over six million signatures. No one voted to grant
the Lambino prayer to reverse the Comelec ruling on August 31 and
subject the proposed constitutional changes to a plebiscite.
The Court said that having established the infirmity of the petition,
there was no need to revisit the 1997 Santiago v Comelec ruling which
stopped the Comelec from entertaining petitions for initiative for lack
of an enabling law.
"Verily, the Supreme Court is now on the crossroads of history. By its
decision, the Court and each of its members shall be judged by
posterity. Ten years, fifty years, a hundred years - or even a
thousand years - from now, what the Court did here, and how each
justice opined and voted, will still be talked about, either in shame
or in pride. Indeed, the hand-washing of Pontius Pilate, the
abomination of Dred Scott, and the loathing of Javellana still linger
and haunt to this day... Let not this case fall into the same
damnation. Rather, let this Court be known throughout the nation and
the world for its independence, integrity, industry and intelligence,"
Panganiban said.
Panganiban, who cast the deciding vote that broke the tie in the
decision, was one of the six dissenting justices in the Santiago
ruling.
He said his current stand is "completely consistent with previous
opinions and votes."
The Court said that Lambino's admission that he caused the printing
of only 100,000 copies of the petition for initiative "binds the
Lambino group and establishes beyond any doubt that they failed to show
the full text of the proposed changes to the great majority of the
people who signed the signature sheet."
Thus, of the 6.3 million signatories, only 100,000 signatories could
have received with certainty each a copy of the petition.
In ruling that the Sigaw and ULAP petitions called for a revision, the
Court said the proposed shift to a unicameral parliamentary system, the
abolition of the Office of the President and one chamber of Congress
would require changes in at least 105 provisions of the Constitution.
The SC said it cannot abandon its primordial duty to defend and protect
the Constitution.
"The Constitution, which embodies the people's sovereign will, is the
bible of this Court. This Court exists to defend and protect the
Constitution. To allow this constitutionally infirm initiative,
propelled by deceptively gathered signatures, to alter the basic
principles in the Constitution is to allow a desecration of the
Constitution. To allow such alteration and desecration is to lose this
Court's raison d'etre," the Court said.
The Court said the Constitution, being the fundamental law of the land,
deserves the utmost respect and obedience of all the citizens of the
nation. "No one can trivialize the Constitution by cavalierly amending
or revising it in blatant violation of the clearly specified modes of
amendment and revision laid down in the Constitution itself," it said.
The Court said that to allow such change in the fundamental law "is to
set adrift the Constitution in unchartered waters, to be tossed and
turned by every dominant political group of the day."
"If this Court allows today a cavalier change in the Constitution
outside the constitutionally prescribed modes, tomorrow the new
dominant political group that comes will demand its own set of changes
in the same cavalier and unconstitutional fashion. A revolving-door
constitution does not augur well for the rule of law in this country."
The Court said "incantations of 'people's voice,' 'people's
sovereign will,' or 'let the people decide' cannot override the
specific modes of changing the Constitution as prescribed in the
Constitution itself." "Otherwise, the Constitution - the people's
fundamental covenant that provides enduring stability to our society
- becomes easily susceptible to manipulative changes by political
groups gathering signatures through false promises. Then, the
Constitution ceases to be the bedrock of the nation's stability," it
added.

I - "THE SIGE LANG.."
A- The first group are those; who at all cost shall do anything and everything to preserve the status quo. With rampant graft and corruption in all levels of government, they never had it sooooo good!
1) The oligarchy: the modern day illustrados, more often than not also controls the political landscape in their respective fiefdom. It is common knowledge that these few big landlords circumvented the laws at the expense of the many poor farmers; deprived of their land, life and dignity due to legal maneuvers, just so these vultures of society could expand their "Emperium Negosiurum".
2) The Nouveau Riche: Mostly high ranking government officials who provided for their future during the heydays of martial law and the present day smart (illegal) operators with right connect. See their big businesses and palatial homes, yes with an "s" in exclusive enclaves around the country, even abroad.
3) The Political Dynasties: The "Pseudo Royalties". The father is "King Congressman" the mother "Queen Governor", the son "Prince Mayor" the sons wife, "Princess Board Member" the other son "Duke Councilor" etc., etc. etc. and their constituents pobresitos and pobresitas.
4) The Traditional Politicians: These "trapos" believe in the dictum "sometimes you win; sometimes you loss". Behind the political cloud the sun also rises. The political merry-go-round spins like the windmill of their mind never ending, no beginning. But the perpetual poverty of their constituents remain.
It is regretable, indeed, that even idealistic officers of the law, those who have steadfastly avoided the "ogres" that had swallowed Filipino society; sometimes had no choice but to follow the whims and caprices of the afore-mentioned group against the "taong bayan" because of their sworn duties. While those brute "Moonlighters" always serve their masters blindly.
B- The second group are what we call: the "Innocent Bystanders" These people are still hoping against hope for a miracle of a clean, honest and orderly election to come. POR DIOS POR SANTOS!! ANO BA KAYO! With the present maladies that afflicts our nation, the systematic vote buying at iba pa! When will you realize its futility? That's what we call "Suntok sa buwan, jab sa langit" or in latingo lingo (latin-ilonggo) , "Asalom Tubolum".
II- "THE WALANG PAKI??"
This group, I hope does not comprise the majority of our "kababayan" who see no evil, hear no evil, speak no evil. They are comfortably contented, mindless of the apathy and injustice around them and prefer to play stupidly safe. Bahala na! Their favorite song "Que sera, sera" Whatever will be will be. The truth of the matter they are the cowards of the country. The hotest spot in hell is reserve for this kind of people with no conviction.
III- "THE TAMA NA!!!"
A- The first group comprises the young and the young once from all sectors of Filipino society including advantaged Filipino expatriates with patriotic fervor, who silently shed their blood, sweat and tears to keep Philippine economy afloat. This group are feed-up and wanted a change by whatever means as long as for the betterment of the Filipino People.
B- The second group are the armed elements in the Philippines:
1) The Military Reformist: While some who have tasted power during the martial law era wanted "the return of the comeback!" sabi da..to sing "Happy days are here again" there are still others who are seriously taking things with noble purpose. If we could blend the vim, vigor and vitality of these idealistic young officers in active duty with the experience and wisdom of likewise, idealistic retired officers who had tried hard but nonetheless failed to cure the "Cancer of Filipino Society" what a relief it would be.
2) The NDF-CPP-NPA: The seemingly never ending struggle for national democracy of our brothers from the left shall only be supported by majority of their kababayans if and when they abruptly renownce the 'Godless Foreign Ideology", that is gradually fading in the global scene.
In short: NDF, maybe! - NPA, maybe! - but CPP, a "BIG NO!!" NEVER! The question: why wage war with the lowly soldiers and policemen just doing their duties?? Why not with the "ogres" themselves?? I wonder why? I really wonder why?..
Instead of fighting each other, since they share common objective: to defeat the "ogres" and reform society, why not do your patriotic duty and offer these few "Incorrigibles" in the altar of righteousness. It would be hypocritical to say you do not know these people, as we're sure you do. To sacrifice simultaneously 5 or 10 in every Region is relatively very low compared to the millions of Filipinos who shall be benefited. And more importantly, the impact to discipline the whole Filipino Nation.
Yes, mga kababayan "Discipline is the name of the game" and very soon! or forever perish as a people.
The nation was hostage by the elite who can afford millions to run for government office,the recent news of
green card holders being in government office again proves that the electorate is illiterate on what their obligations and right was,surely the electorate must be
in complete vigilance inorder for order to be achieved,
the law enforcement agencies are culprit, the teachers
the election body and most of all, the electorate themselves,the ABB was an arm but looking at their way they can be good even better, if not politics sets into their ranks.
The creation of namfrel is audacity in all its poorest form,an abuse of a dead human being using him to achieve a
goaless goal,
If the community will not change the nation will remain the same,the eqaution of state will be in complete
equilibrium that suffering will sets in not for the elite but for the poor, a unified balancing party in votes must be establish to guard the ballots from batanes to jolo.
and make sure that not vote buying but voting will be

Why do students cheat? Students could stay forever on an activity they are so interested but come the time to be tested for learning, they opt for an easy way to get something they do not deserve.
Is it a matter of culture? Only people in some regions of the country have resorted to cheating. I would like to make this known by the world in order that other countries will select professionals from the Philippines coming from places where the value system is honesty. What would happen if a nurse cheat on your medicine and dosage? Cheating at universities in Manila is rampant, even in so-called elite schools.
Is cheating a sign of low IQ? Good students never cheat. In some countries in Southeast Asia where admission to universities is very tight, you could seldom hear about cheating at exams.

Bihira naman tayo makakita ng pagpupuri, bakit hindi natin baligtarin, puri naman ang bitiwan natin sa mga tao na gumagawa ng mabuti,mas nabibigyan natin ng pansisn ang mga gumagawa ng masama kaysa mga gumagawa ng mabuti.
HIndi natin dapat sila kalimutan, kakaunti na lang sila at masisisi pa ba natin na hindi natin sila napasalamatan, at hindi natin naipakita na meron pang tulad nila na dapat tularan, tuloy nakikita ang mga masasama at napupuna ng mga bata na pwede palang gawin ang kasamaan at maging matagumpay.
Marahil noong nagaaral kayo ng journalism, naituro rin sa inyo na magagamit nyo ito para sumalat tungkol sa mga mabubuti at para hindi isensetionalized lahat para lang makilala?
Bakit noon, may writers na rin pero nakikilala naman sila kahit ano ang style ng pagsulat nila at para hindi sila maging critical sa lahat?
Gamitin natin sana ang isang pagsulat para naman mapasalamatan ang mga gumagawa ng mabuti at para naman pamarisan sila, at sa kanila maisisp naman nila na may nagpapasalamat pa pala sa kanila at nakikita ang mabuti nilang gawa,

b) THE CORDILLERA NATION; An autonomous region; now known as C.A.R. These undefeated highlanders of the north won their battles against outside intrusions and foreign subjugation. Thereby, preserving their identity as a people.
c) THE ILOKANO NATION; The frugal, industrious and indigenious people of Ilocandia, produced the likes of Diego and Gabriela Silang and other noble heroes. Contributed two of their illustrious sons to the presidency; Elpidio Quirino and Ferdinand Marcos. (We respect both who are departed)
d) THE CAGAYAN"VALLEY"NATION; We Salute! the good people of Isabela Province for their victory in the last Election. They proved that well-entrenched Political Dynasties, notwithstanding their three "G's" and political machineries could be defeated by a physically handicapped (polio stricken) but mentally competent young lady. With unity and determination change is possible.
May your tribe increase! and may your triumph set a precedent in many parts of the archipelago that are still under the strangelehold of conscienceless political dynasties.
e) THE CENTRAL LUZON NATION; Vast wealth concentrated to the elite-in-power who circumvented the laws to protect their vested interests. Hotbed of perennial agrarian conflicts caused by greed of the few at the expense of the many; the poor, suffering and landless farmers (deprived of their lands and dignity due to legal maneuvers). Desperate "Masa" willing to "kapit sa patalim" even to a Godless ideology just to breath a temporary sigh of relief.
From Tarlac, first woman president Corazon C. Aquino led a relatively bloodless EDSA-I revolt that created a new phrase in global dictionary; the famous "PEOPLE'S POWER REVOLUTION", emulated worldwide by freedom loving people under the yoke of tyrants. Sad to say, however, the famous event was followed by the infamous "Shame-and-Scandal-in-the-Family" because of the blatant anomalies of the "Kamag Anak, Incorporated" and amorous misadventures of some family members.
Pampanga produced "Father; Daughter" presidents.Nationalistic Diosdado Macapagal, poor boy from Lubao, became 9th President. During his term Philippines rank second among the economic giants of South East Asia. He revived "Philippine Independence Day" celebration to its proper date, 12th of June. President Diosdado Macapagal, is assured a revered page in Philippine history.
Incumbent President Gloria Macapagal-Arroyo, Economist; trying hard to up-lift second to lowest economic rank of the country. Presently parrying inside the political boxing arena: the"Right hook" of the Rightist; the "Left hook" of the Leftist; the "Upper cut" of some Clergies; the "Lower cut" of the Estrada fans; the "Jab" of the jobless and "Straight punch" of Political Opposition and "TraPos". g) THE BICOL NATION; Also suffered and sacrificed in the fight for freedom and democracy. Katipunan leaders Domingo Abella of Camarines Sur and Simon A. Ola of Albay, fought the foreign invaders. Simon Ola, last revolutionary leader to surrender to the Americans on September 5,1903. This is being disputed by Batanguenos who insist on Gen. Bicolanos also honor the memories of anti-martial law martyrs of Camarines Sur; The young Jallores brothers, and many others. But most of all, Dr. Juan B. Escandor, cancer specialist of Sorsogon who died under mysterious circumstances on March 31, 1983.

After partitioning "Aninipay" or the Island of Panay which they called "Madya-as" or Paradise, among the tribes under Datu Bangkaya, Paiburong and Sumakwel--- the exit point of Datu Puti and the remaining tribes after deciding to sail farther north towards Luzon was the Malay settlement at the banks of Araut (Dumangas) River.

While some of his kinsmen accompanied him, others opted to remain in Araut... finding the place rich .. fertile soil and with abundance in marine products. Years later, one of his Malay grandson Raja-Mun, (Datu Ramon-evidently a convert) left Dumangas together with his family and settled in "Kaputatan" what is now the Town of Pototan in Iloilo. While his closest brother Raja-il and others stayed behind.

Historians believe that the present Batanguenos are also descendants of Datu Puti and the other Bornean Datu who later left the Island of Panay and set up the first Malay settlement at the mouth of Taal (Batangas) River.

In the year 1570, Kapitan Juan de Salcedo -- grandson of the "El Adelantado" Don Miguel Lopez de Legaspi, as second in command to Spanish Conquistador Martin de Goiti, together...explored the coast of Batangas on their way to "Maynilad" and came upon the Malay settlement at the mouth of the Taal River and in 1572, the town of Taal in Batangas was founded.

Undoubtedly, before Datu Puti -- the Shri-Vijaya Sultanate Minister went back to Bornay (Borneo) to face uncertain fate, his seeds were planted along the banks of Araut (Dumangas) River in Iloilo; Taal (Batangas) River in Southern Luzon and the most logical route back to Bornay.... via the Tausog Region where early Malay settlements were established in Mindanao.

Senate investigative power being threatened by the Supreme Court

The recent action of the SC to interfere with the arrest warrants issued by the Senate to the PCGG chief is a clear indication that it is now working for the person who issued the executive order prohibiting government officials from attending the senate investigations.
Maybe it's time that the Senate started recruiting its own army since its role as a co-equal branch of the government is now being threatened.

First of all lets define both parties, senate is a legislative body,laws and policies are their main agenda
Issuing a warrant defines them more of a law enforcement arm,let me make my self clear, any over reaction will result in an equal and opposite over reaction thus confusion will set in,
The senate can request a law enforcement arm if anyone defies an inquiry,perhaps even an official invitation to an inquiry,
Over politicizing makes the devil himself shiver to the bone, because satan is not a politician .
This hula boolah is not and will not serve the very nation we are protecting,tax and all that jazz are being used only to ruin the nation itself, it is ironic that a once considered potential rich nation like ours are deluded in too much politics and perhaps forgotten the reality that they must serve those who are tax paying community,after all those pig barrel were taken from peoples labor.
All this are about money? The greedy nevers stops his greed, thats the reality,but acceptance and contentment is the very secret of anyones success.

I honestly dont get your point. Seriously. Are you saying we ought to abolish the Senate and channel funding to "better projects?" Honey, the Senate isnt a project, unless you consider democracy as a continuing one. The Senate is one arm of a body that provides continuing legislation. Legislation is continuous because our needs change. As do our values.
But its role is clear. A dual body provides local and national perspectives on legislation that must necessarily be made applicable to the nation. It questions the executive's use of the rules and laws laid down by legislature, as to whether such execution complies with legislative intent. It responds when execution fails. By doing so, it balances the power of the executive, and together with the judiciary, it addresses gaps in the law.

Democracy can only survive when the proper checks and balances are in place, the dissolution of the legislative and the subjugation of the judiciary were the primary ingredients for the establishment of dictatorial rule in the Philippines which lasted for 20 years of stagnant growth and moral decay. I wish there were more Pilipinos like you who understand the gravity of our situation.
Did we learn from our mistakes or not? I don't think so, at least not the majority of the population.

The jurisdiction of the Nursing Board is with the PRC, if I'm not mistaken and the nursing schools are under the Commission on Higher Education. Thats what we get for ultra-specializing all the government agencies. Confusion.

From what I've read thre's more than one agency, govt. or otherwise, that's involved in the certification process and I wouldn't be surprised if job recruiters are also involved.
But what really gets me is the fact that there's a big gap of authority between a nursing school graduate and the president who is now making the hard decisions for the commission/board/examiners body who are directly responsible for the tests.
More like politics and incompetence to me, bigwigs who carry the big stick but no spine when trouble strikes.

What is obviously lacking are rules that must be followed when anomalies occur and the last thing that authorities should do is jump the gun and allow the oath taking to take place without resolving the issue first.
So now there's a conflict between what the executive is saying and what the judiciary is actually doing. As far as Defensor is concerned he's probably concerned that his cut from the recruiter's commission will be affected by this fiasco.
