As for ssi I am not very used to it and maybe Portland don't support it. Anyway your site is loading just fine in Denmark 
Maybe you can use a js-file for your menu but actually there is no meaning if it works ok as it is now. The best way is of course to use frames which will increase loading time since you dont have to load teh left side on every link.
