Actualy Portland are having some problems at the moment they have been down quite a few times recently, and also the download times sometimes is very very slow, (even I give up trying to view my own sites)
I am in the process of moving to (I hope) a more reliable and faster host. $7.50 per month CGI. SSI, MySQL, secure pages, almost everything you can think of.
