I think you've done it the right way filling the row with black, about the only other way to do it would be to use a small black gif and stretch it to the size you want, but then you've gotta keep it in place...this way's better.
To get rid of the gap between the red and black line just put the value '0' for the cell space on that table, if you leave it blank you get a little line like you have.
What HTML editor do you use? Looks real good...love the red.
