Hello! I'm 18 year old spanish boy that has a R9 TSE 1397 cm3 ('1984)
I understand that your problem is that the car is always hot. I have a similar problem. The water indicator was always on top, and the engine almost burnt.
The solution was to change the fan thermostat. It was spoilt, and the fan didn't begin to function, so the engine heated.
I solved it by changing that piece. More or less 25-30$ hand-working included, so it was cheap. Besides, I purged the water circuit.

Ok, its a very common problem in these cars, specialy witha warm weather. But I recommend you to test the electronics, i mean, the big fan ( if you have Air conditioned, see if the fan works tuning it on), the power relay tha often gets burned. If this is the problem, i suggest you to change the original position of the relay to another place, like one of side pannels and re-wire it using good conductors. This is beacuse in the original position, the relay suffers all the time the heat of the exaust pipe.
And when you'll purge it as well Miguel said, PLEASE USE REFRIGERANT LIQUID!!!(MOTOR COOL is the one use) conbined with "out of minerals water" . It will cost you 8$ more. Change the water every six months.

Apart from a faulty fan switch, it could also be that you've some air left in the system. Or (more likely) have a blocked radiator, especially if it's still original. If the radiator has cold spots even when the engine's warm, it's obvious. A thorough flushing might help.

I converted my radiator fan to a manual switch inside of the car so that it operates manually or automatically so as to avoid nasty surprises. I switch the fan on in heavy,bumper-to-bumper traffic and off again on the open road.
