First of all, the social environment is the obstical - in general people just do not know enough about "bite work" - they "think" it's dangerous to learn your dog to bite proper, leran your dog to interact when needed, and not just on commands.
Secondly, the handlers of today [general term] are into so-called working sports, which mostly is the IPO programme - the programme has over the last 10 years been altered time after time, so only the "clean" dogs stands a chance to pass - the programme doesn't like dogs that shows indipendent behaivor, it craves dogs that works likes robots and only react on commands - this has happend due to the development within our social environment.
Thirdly, if a high drive puppy with strong natural instincts is placed in a normal moden social environment of today, it will end up being put down, because it acted independently and due to its natural joy of play and instinct by accident scratched a kid or ruined a pair of pants etc. - it will be annouced "dangerous / visious" - again an outcome of our social environment.
If a litter of puppies are born/ or a dog of the quality which we [at least myself] all seek, strong, independent, excellent ballanced between defence and prey - where are the handlers to these dogs? I've been listning too a lot of people shouting, craving puppies/dogs of this quality, but when it comes down to it, they just can't handle dogs which consist of these qualities - at least when we talk about Dobermanns. The general mentality is not cabable to handle these dogs - they talk, but never do the walk. Please correct me IF you believe I'm wrong - but just think about it before you start doing so. Where do we see the dogs? 90% of all dogs are represented at shows - all and everyone are into dogs due to their looks, and not to their abilities. The major representative of the last 10% are into working sports like IPO, and they are so fixated on high trial results, that they can't distinguesh pure prey maniacs and nervy dogs from the "real" thing - just stating my point of view.
