Tack on to the last message, after the stuff about mortal shapeshifting:

I don't know, maybe you could say something like "It costs a willpower to use and praxis/discipline which you don't have the levels below of", to counter the problems the garou get. Regardless of possible consequences, allowing one group to skip the low-level spells and hit the stronger ones gives them an unfair advantage.
Finally, so they are still governed by rank. Whoopdy doo. If it's like vampires where they can't learn master-level without being beyond a certain point, I find myself not caring. At all.
If it's something like they need to be of a rank (equivelant to... say... 10th gen) to learn advanced, then I might care. However, as storyteller, you could balance that if you saw the need.
Furthermore that's a separate issue that should be handled separately. | |
