In case you haven't noticed... Mortals don't whoop ass.
Unless you count Mages, MET mortals have attribute totals that will get beaten at every turn by Joe-the-14th-generation-neonate-caitiff-who-all-of-the-vampires-make-fun-of.
Imbued, when I convert them, will get higher attribute totals. But guess what? They're hunters... and they claim to be human. But they can't be sure. That's another awesome thing about the Reckoning -- "Am I really any different?"
I intend to make the Imbued for all intents and purposes human -- Humanity traits (which they'll h ave to uphold the tenets of, unlike, say, garou), access to psychic phenomina... if someone reads their aura, it will read as mortal, but there is always something just a little different about it.
White wolf gives mortals powers so that they can do something. Granted, it's bad to be playing for "cool powers" but to be playing a character without anything at his disposal other than the innate things any human can do can be a bit dull. Some people wouldn't mind, some people would. The people who want to play a mortal without supernatural talents still can, even if the powers are in the books. If the powers aren't there, though, the ones who do want the powers can't get them.
The powers are there as a way of pleasing everyone.
