Actually, what CC said was they wouldn't get together until the end of the series. For Mulder and Scully, this was the end of the series. I think that CC was acknowledging that to the fans who agree. The next season will not be the same series, it's more like a spinoff. So I do think that in this case Carter was true to his word, or at least true to the essense of it, if not the actuality.
