I wouldn't pay all that money to transfer to a surrogate when your donor was not previously a proven donor. When THK came to me to cycle (she had already done surrogacy too). My words to her were that she had never had a good opportunity to be pregnant. I told her to use a proven donor who had cycled before and got a pregnancy at least twice and NO failed cycles. She got pregnant first try after sooooo many cycles before. (I'm using her as a for instance as you know her).
I would not spend money on a surrogate in your circumstances as in my opinion you haven't had a perfect cycle with a perfect donor to get pregnant. Once you have failed on the perfect cycle with a perfect (IMO 2 or 3 x successful donor with no failures) then that is the time to consider surrogacy.
I think you should transfer your frozens to you but in the meantime I think you should ask your agency to send you details of only very proven donors as I stated above.
FWIW if we have a donor that has failed once we are very loathe to use her again but rarely do but only to a local so their outlay isn't so much. I also find that a donor who is successful twice or even once normally goes on to be successful each time. My donor for instance donated to an Australian lady, she got pregnant, then me, then another Australian - all my failed cycles were with unproven donors from the clinic or donors who the clinic had not monitored correctly.
