1963 topps Promotional Sample QUESTIONS

Can someone verify if this is a legitimate item that was made? And if it was were they issues as individual cards or as a sheet?

100% fake. Pictures are cut out from either the Topps 35th Anniversary book or the Topps Surf books, and then glued on cardboard stamped with the promo BS.
