Computer Question - NP

Can anyone tell me or direct me to instructions on how to create a "hover tag" in HTML?  Basically what I want to do is be able to insert the names of people in photographs in such a way that the name does not appear until  the cursor is move over that person.  I'm pretty new at ALL things HTML, so any help would be greatly appreciated!  (I'm not even sure that "hover tag" is the correct term, but I hope someone understands what I'm trying to do.

There are various ways to do it in either javascript or CSS. Here's one CSS method which looks pretty nice:
