Are you using run-time prompts in your business rules?
If so, I had a problem launching business rules w/run-time prompts. It turns out any numeric member without quotes (e.g. 0123 vs. "0123") would crash the HBR Server.
The error message would look like something that you are seeing in your Essbase log. That is,

Error parsing formula for [REGION DEFINITION] (line 0): invalid object type
************************************************************************************
Oracle confirmed as bug (# 6862303) and submitted to development for review back in March 2008.
