Oracle Express not starting fast enough?

I'd be curious if Oracle Express isn't starting fast enough and Shared Services is timing out because of that.

Are you able to look at event logs and disk logs to see if Oracle Express is fully online by the time Shared Services is looking for it?

Do the Shared Services log indicate they cannot access the database also?
