error initializing localization module

Hi All,
I am trying to run a maxl but I am getting an error.

"error initializing localization module"

I changed the environmental variables too but still get the same error. I am running it from the server.

When I am runing startmxl.cmd which is in F:\Hyperion\products\Essbase\EssbaseClient\bin

it opens but Its not working either, is there a particular command I should use to call the maxl.?
