Problem with @TODATE

I have an account with a data type of Date. In a business rule I set this value using the @TODATE function. However when I look at the value using a Web Form in Planning, I see a very different date. Just for test purposes, I used:
"Current Date" = @TODATE("mm-dd-yyyy","06-30-2012");

The date I see in the form is 7/31/04. Are date type account members not stored as the number of seconds from Jan 1, 1970?
