Planning Form won't stop being Gray - 11.1.2.2

11.1.2.2 – have planning forms, which are stuck in Read Only mode. Everything is set correctly, version, accounts, and scenario. The weird thing is that it's read only for all the forms going to one plan type, but the others work fine…

Have a case open but you all are much smarter than they are so hopefully has seen this and knows how to fix it!
