10X is plenty for birds at 35 yards...however,paper punching at 25 yards depends on what you want to achieve...in 25 yard benchrest matches,most are using 6-24 or 8-32 power scopes...
I find side focus handy hunting..it is also used extensively in field target...I think Leapers may have some SF scopes that would meet your needs...
