Guys I shoot 50 Yard benchrest with have been into this for quite some time...mainly "barrel tuners"...and some using "air strippers"...both if applied correctly will improve accuracy and reduce group size...
Pics below are of a friends USFT rifle...he made his own "barrel tuner" which is held in place by o-rings...he located it by tapping barrel listening to the "ringing" and locating the "dull" sound and fit tuner at that spot...then test fired to check results..so location depends on natural frequency of the barrel...which coincides with barrel harmonics..(it is under scope in pic...)
Others use a combination of a barrel tuner and an air stripper at muzzle...

The Cutts device had a spefic purpose,but some of the same principals can be applied to "air strippers"....ie,stripping turbulent air from behind pellet as it exits barrel...
