Funny you should ask about what I meant by "non-turreted", because I'm not sure what it means now myself. I had been looking into the specs of the Dutch cruisers when I came across two pieces of info.
Royal Netherlands Navy Crusiers of World War II concerning the Java class crusiers (

"Due to various reasons, {the Java class crusiers) were completed long after the projected date, and by that time, not a navy in the world had their guns mounted behind shields. Two cruisers were built, the Java and Sumatra, and a third was planned, the Celebes. The latter was slightly bigger as she was planned as the flagship of the Commander of the NEI squadron, but she was never completed. Only 30 tons of material had been prepared before the contract was cancelled. She would have been 155 tons larger and 3 metres longer. The Sumatra especially had to overcome great difficulties with her machinery. By WW II, most of the problems had been solved, but she wasn't really suited for frontline duty anymore."

They were designed to counter the Japanese reconnaissance cruisers of the Chikuma class of 1912, and therefore fitted with 10,150 mm (5.9 inch) guns. However, these were not turret-mounted, and by the time the cruisers were launched (Sumatra in 1920, Java in 1921), they had already become obsolete."
When I read that, it occurred to me that I had never been able to point out the main armament on the Java visually. It does seem to have been a problematic class.
But I looked at more pics of it and a visual at Blueprints.com and it does seem to have what look like single-gun turrets. In light of the previous, perhaps they are larger, more enclosign gunshields? I do not know. I'm not sure what they mean by "non-turreted" except maybe that Java's guns were not mounted in double or triple turrets, but hat seems liek a strange definition, since destroyers have turrets with single gun mounts.
The flush deck destroyers gund were basically just land artillery pieces mounted on a swiveling base with shields. Those are definitely not turrets.
So, maybe you can help me out with this one. My turn to plead ignorance.
