A book I enjoyed reading was Philip Goodhart's "Fifty ships that saved the world", published in 1965.
It narrates the exchanges between Roosevelt and Churchill and the skirmishing that took place in US Congress. The impression I get from the that the discussion about whether or not should be transferred to Britain paved the way for the Lend Lease agreement.
