dont aknow anything about that, but there was a Dutch consortium for port works that also worked with German companies, obviously operating abroad as a Dutch entity. The Turkish naval base of Golcuk for instance was built by this Dtuch/German group.
Dutch engineers were actively advising and building ports in China from around 1913.
