A careless slip of the keyboard on my part: Whereas some muzzle brakes did reduce muzzle velocity, that was not the intent of the device. The primary effect imposed by the muzzle brake was a reduction in recoil, necessary to the design of certain artillery pieces, tank main guns, and antitank rifles, which if otherwise unrestrained would have diminished the effectiveness of the weapon, broken shoulders or collar bones, and other nasty stuff.
