As for the torpedo situation, Binford had no intention of even trying to re-arm and go back out to fight that night or the next day. Far from it. He knew perfectly well there weren't American torpedoes to be had at Surabaja.
He was absolutely determined to get his ships away from the Java meat-grinder rather than lose all of them & another 600 men pointlessly.
