In my experience the best and most cost productive approach for photo scanning is not to run out and buy a scanner but rather to take it to a place that does it. Most computer stores will, as will many other places with photo departments like the large WalMart stores.
Scanning can be tricky and when you take it to these places it becomes their problem. The people they have do it are more trained and have better equipment than you would normally consider buying.
