Believe it or not the conservative believes that there ARE situtations where in the case of an epidemic involving a highly contagious diseases resulting in high mortality, be it natural or a bio attack in origin, the state can and should be ablet to institute such draconian measures.
However IMO this bill

IMO if such measures are instituted a state of marshall law should be instituted FIRST and none of the stuff noted in this bill should be authorized unless the disease has a high mortality, which H1N1 most certainly does NOT!
