Actual rat events are all pretty much listed on here as there are hardly any. The "Rat & Survival" and the "Ace Cafe rat review" being the public ones (there was an autum rat and survival but i dunno if it's happening again), then there are a few smaller in-house ones for folks birthdays and the freeze-up and any other shit we can find to celebrate for the regulars on here.
Also i think mattblackrat.com does one as well (though never been myself as it's waaaay dahn saaf i think) which i believe is public.
And our cousins over in europe do a few events and are always real pleased to have a visit from the drunken island retards. Though there's only the DHR in holland that i know of being a public event (voodoo will no doubt correct me if i'm wrong on that).
As for Non-rat events. I've never found one that had a problem with me turning up on a shitheap, here's a fantastic list of rallies:
