Response to I'm thinking it's the stator.

From all the bikes I know, a figure of around 70-80V should be considered normal. Also measure, the resistance between each of the wires and ground, there should be no shorts in there and they should all have approx. similar resistance. If they do (which I highly doubt), then the stator is ok and your rotor or the wiring to the reg/rect is the culprit.
