I think probably because there was not enough of it and because it is limited in interest.

Peake had deteriorated so much by that time that I don't think there was much to be gained from looking at it. I have seen a page of notes for the forthcoming Titus book which just consisted of various words like 'beggars, mendicants,' etc., which is the sort of thing which might trigger ideas in the writer, but which doesn't mean much to anyone else.

Titus Alone succeeded in expressing some powerful imagery and ideas, and in many ways went into areas much deeper and darker than the cobwebbed cellars of Gormenghast. But at the same time the writing skills were deserting him, and it is to his credit that he managed to finish a coherent book.

My own feeling is that there is little to be gained by examining these notes, apart from their value to academics.
