Saddam wants no inspectors and a total lift of sanctions, and he got exactly none of that.

To pacify or attempt to pacify (an enemy) by granting concessions, often at the expense of principle.
Ah, isn't this what was being done by refusing to place ANY consequences in the resolutions declaring that Saddam HAD to disarm? When the Saddam signed the original cease-fire saying he would do X by Y date and then refused to do anyo of it (or a tiny amount and then stopped) and nothing was done except "try to keep the situation calm" isn't this "appeasing" the situation?
Seems like it to me.
Oh, and Saddam did enjoy almost 4 full years of NO inspectors, thanks to the gutless actions of our administration and the UN when he kicked the inspectors out back in 1998. So he got 1/2 of what he wanted for quite a few number of years. The sanctions also didn't seem to slow his WMD research and construction down much either, so the sanctions didn't seem to matter as much as they should.
