While George III of England might have had more power than the other George as first president, could you (with a straight face) really claim that Elizabeth II has more power to rule than does Shrub?
I fear that the image of both kings and presidents you convey are a bit out of date. And the equivalent of the American president in England is not the monarch but the PM. Perhaps the closest to the British monarch we have in this country is the Statue of Liberty -- a decaying symbol, expensive to maintain but of some sentimental value, with no real power.
