Report: Electoral violence pre-planned
A book published by the Youth Agenda and titled ‘Who's guilty', is blaming the entire society for the electoral violence but, indicts the youth for being used to execute the bloodletting.
While the youth were at the forefront in executing the mayhem, the much older generation was accused of financing it.
On the nature of electoral violence, the report found that 71% of the electoral violence was pre-planned while 20% was as a result of provocation.
The report further shows that the youth were responsible for fanning 7% of all pre-meditated violence while older perpetrators accounted for 17%.
Joint planning for the mayhem accounted for 57%.
The old are blamed for financing the violence while the buck stops with the youth when it came to executing the carnage at 54%.
Sharing the blame for either faults of omission or commission is the Electoral commission of Kenya, the Kenya police and politicians who exploited the unemployed youth who provided the services of foot soldiers.
Human rights chief activist maina Kiai says a new constitutional dispensation will serve to check impunity and put leaders into account.
The report however blames the entire society for refusing to embrace issue based politics and recommends that civic education be conducted at a community level to discourage electoral violence and other related offences.
