Policy on care/follow-up on Self-injurers

We seem to have a "rash" of self-injurers (cutters) and are looking at something more indepth to follow-up with. At present, when the dormitory staff find out or notice self-injury, they refer to the nurses and we treat medically (cleaning, ointment, bandages, etc.) then notify the student's counselor. We are not seeing this as being "enough" and are wondering if other schools are having the same thing happen and how they are handling the situations. Are there consequences for first time cutters, second time cutters, habitual cutters? Do you handle it as a disciplinary matter with suspension with repeated occurances or do you have a set policy for managing such incidents?
