      Exactly- the club applies for a slot based on ability/track record/commitment of fielding a competitive team at a given age group. All Tier II tryouts can't be held until Sep; but, most teams know what they have from previous years. Some clubs keep the slot with teams that get killed to avoid competing for a slot later.
