      First, it doesn't apply to Tier I so its business as usual.

      Second, any team that went over the game limitation (which is high) probably was doing it by doing lots of tournaments. So, basically, you just cut down the number of tournaments a few teams take. In other words, teams will have the exact same number of practices as before.
