I had a similar problem, if you change the colour palette to the next available palette in display properties.
ie if it is set to High Colour (16 bit) then move it to True Colour 24 bit and if that doesn't work then try True Colour 32 bit.
My video card was set to High Colour (16bit) I got a similar problem to what you had and moving up the colour palette fixed the overlay problem.
