... but you would think R&D costs could be skipped on engines and systems, not in the construction of the ship's hulk, especially talking about a country with a strong shipyard industry. You would think such a country could easily build the hull and then go for assistance for engines, systems and may be operational procedures. May be they rather have the real thing to take accurate measurements and have an exact idea of the internal spaces (and the materials of each part?), but I still think its a problem in the materials involved. Very different to build a warship to a merchant one.
