Dear Mrs Castro de Garcia:
I find it very painful to write this request to your intervention as Chairperson of the Commission on Honor and Justice, but thinking precisely in the National Federation on its unity and stability, is that I decided to do so.
Since the beginning of my administration has been blatant intervention on my performance by Dr. Yasmin Darwich, some of which mention as follows: August 22, at less than one month of the change of Executive Committee, she contacted Mrs Evangelina Valadez de Malpica, chairwoman of the Standing Committee on legislation, to say that "the vast majority of Commissions" were issued in the metropolitan area (which also is not real, because in the metropolitan area there are only 7 commissions), so I was not complying with the Regulations, that her club had proposed her for the Commission of Membership and I had not yet replied. That it was a "lack of respect" to the Club Torreon. That Profra. Elvia Rangel de la Fuente had already been at the forefront of that Committee and the International Federation had made several warnings for failing to comply with its International Commission of Public Relations (I have not been aware of these several warnings). That Mrs Ana Luisa Fournier had already sent their inability to Protection Fund and retracted only to support me. Annex 1.
During the last European Congress held from 26 to September 28, 2003 in Rome, Italy, took out an International Board Executive Committee where I had knowledge that an application from Dr. Darwich was read to be considered as member of the International Committee Membership without having learned at least the National Executive Committee. Thus violating the fragrant Fracc. VI Article 29 of Cap V of our Constitution, delivery and only when we find ourselves in Hermosillo in November, she gave me a copy of the email where she was confirmed to participate in the said committee. Annex 2.
Dr. Darwich is still holding as National President as can be seen from the website, which she is responsible, ignoring the emails that we have sent to her through the Standing Committee on Information Technology, Lic. Concepcion Mendoza Diaz from October 9, 2003 and the last in March 2004, 10 months after completing her period. Annex 3.
In addition, a newspaper of Saltillo, Coah, a refernce of her as National President, which is not an editor's error, this information was given, because the reporter would not have to know our structure. Annex 4.
There is no respect for the hierarchy that I represent and I was granted in Assembly, as can be seen in the establishment of the Host Committee Planning Merida 2008, elaborated by Dr Darwich in November 2003 where all the members whom headed a commission, display name and surname, not the same the National President. Annex 5.
All this is serious, however, the fact to made me decide to take this step, was an absolute rebelliousness and lack of discipline by failing to abide by the specifications of the Programme of the 4th Congress Latin American and Caribbean Hispanic held at Villa La Angostura Argentina from 22 to March 27 this year, setting out clearly what events she could attend and what were exclusively for presidents and delegates. Annex 6.
Refusing to leave the courtroom when she was asked by the Regional Coordinator, displaying the Mexican Federation as undisciplined, which made us earn a warning call by the Regional Coordinator, Mrs Linda Silvia Hernandez of Colonel. Annex 7.
In addition, the President of BPW Mexico was the only one who had present at all meetings the immediate past President, in my opinion detrimental to the image of the President.
At the meeting of presidents and delegates of the day on March 23, Dr Darwich entered the room and went to Mrs Ma. Ines Garcia Bunning, Secretary of the Regional Coordination and newly nominated as a candidate for Regional Coordinator, handed her a copy of the proposal of Club Torreon for Dr. Darwich as candidate for the Regional Coordinator and Dr. Consuelo Laureano Marquez as candidate for the International Commission of Health. But telling at that time she declined in favor of Mrs Garcia Bunning. Then went up to me to give me a copy of what earlier had delivered to Mrs. Garcia Bunning, I was surprised, because I was not aware of it. Violating with this once more Fracc. VI Article 29 Chapter V of our Constitution. In my return from Argentina, I found that I had returned a package from Club Torreon, but with dates 22.23 and March 24, when we were already in Argentina since Congress began precisely 22. We had to arrive before to Buenos Aires in order to flight to Bariloche and then by road to Villa La Angostura. Annex 8.
I note that the document is dated March 10, the Club agreement settled in the minutes no number or folio, was taken on February 1, which Dr. Darwich had the opportunity to give it to me at March 13 when we were in La Paz, BCS in the delivery of scholarships to the School of Nursing, on March 19 in the Hotel of Buenos Aires, Argentina and within the Congress on 21 and 22 and not publicly in front of the presidents of other countries and the International Executive, having surrendered to the Secretary of the Regional Coordination and candidate for Regional Coordinator, exhibiting the National Executive Committee, composed all this in the minutes of the 4th Regional Congress of Latin America and Caribbean Hispanic. Annexes 9 and 10.
Double offence with the proposal of Club Torreon to Dra. Consuelo Laureano for the International Committee of Health, which I presented to the Meeting of Presidents, this being rejected because the Commission had been granted to the Federation of Argentina, apart from not being accepted as the document violated the Fracc. 5.1 Article V of the Rules of the Regional Coordination of Latin America and Spanish-speaking, the Mexican Federation did not endorse it, of which realized the presidents and delegates, once again displaying our country. Annex 11.
Dr Darwich often communicates with colleagues from the Federation of the State of Mexico and Executive Committee members to express unfavorable comments about me and criticize my actions. Annex 12.
I reiterate that it is very painful for me to address this issue, but the faults to my person are minimal in comparison to the disrespect to the National Executive Committee that affects the credibility of our federation.
I put in your hands this information, I am sure that the decision made will be the best and I accept it in advance.
