What a fiasco that was! So, the CFL decided to expand to the U.S. years ago. We have a "ratio" where a certain number of players have to be Canadian and then the other spots can be "imports". Then the C.F.L. (Canadian Football League) braintrust decide to expand to the U.S. and in so doing allow the U.S. teams to not have to follow the content rule. As a result we had Canadian teams with a certain number of Canadians and U.S. teams which had no content rules whatsoever.
It was a strange experiment which failed miserably.
Not sure how well a full time N.F.L. team would do up here in Toronto. The N.B.A. has fared well as has the M.L.B. in Toronto.
