You could always move to Australia. 2 hours out of Sydney is great...3 hours is wonderful.
Also, check out pp 48-49 in the April 2002 issue of Sky and Telescope. There is a wonderful view of the earth at night showing the abundance of visual polution that hinders astronomers.
This however doesn't help much for your location.
