I know there are some "problem" euro
countries which are kinda dicey to ship to
such as Italy. I'm flipping some more watches,
and received an offer from Romania.
I know that Romania is home to the infamous Roma
and was wondering if anyone had shipped there and if
there were any problems.
Can I absolve myself of any responsibility (in Paypals view)
if I agree to ship and provide shippig documents, but
refuse to accept any responsibility in terms of item being
received?

If you mean post-office-related problems - we had (so far) a LOT less problems than for instance Italy. Using a postage method that requires the signature (and eventually having a declared value on the package) is anywhere a good idea

If you mean buyer/seller reliability - that is ALWAYS debatable when you have never before dealt with somebody - and looking/asking around for references is never a bad idea.

a MAJOR hasstle and expense! I may occasionally ship to Canada once in a while but other then that...... it's just not worth it! I can see why more and more people ship USA only!

Hi Rene. Shipping to the USA can be very ordinary as well mate. In fact 95% of my shipping hassles involve USA. The postal system is not that great. Cheers Phil

Ask the seller for a paypal gift and maybe split the cost for shipping with tracking. Tell him you're reluctant but will ship and that your responsability ends as soon as you email him the tracking number.

if it comes to a deal, I will ship only with the
understanding that after I have shipped the item,
and provided him with all shipping info and tracking #'s,
my responsibility ends...with shipping only occuring
after the $ has been deposited to my paypal as a gift.

........ ITS A "hit and miss" proposition, realy. I used to ship to my parents, packages of various sizes as "registered mail" or "security registered mail" which means that they have to sign for whatever they receive. The packages never arrived on time - "time" considered to be up to 20 days.
Out of curiosity, once I tracked the package. It left Canada in 48 hours - from that time, it took 8 days to arrive to Bucharest. And that`s still a good time but after that, the package was held there for another 7 DAYS !!! That`a already 15 days and until my parents got it, it took another 7 days! And that was about the last time I ever shipped anything to my parents - I just wire them the $$ thru Western Union and they can go buy whatever they want.

The farthest I will ship is US... Some overseas customers hear about the shipping price, they complain its too expensive - and it can get expensive if you add tracking to it, for your own safety.

Personaly, I wouldn`t go thru the hustle...
